The final report of the Panel describes a series of serious threats to civil society and its independence.

The fourth and final report from the Panel on the Independence of the Voluntary Sector describes a series of serious threats to civil society. The Panel was initiated and funded by the Baring Foundation. It is hoped that its work will be continued by a new Independent Commission on the Future of the Voluntary Sector.
