This paper considers developments in the use of legal action by UK civil society organisations since this report was first published (in 2016), drawing upon the experience of organisations funded by the Baring Foundation’s Strengthening Civil Society programme.

The report also examines the development of legal hubs, which have been the main focus of funding for the programme. Legal hubs focus on the way in which systemic problems might be tackled through partnerships between specialist legal CSOs and those that bring experience as grassroots or user-led organisations, service providers or campaign and advocacy knowledge and expertise.
