This paper calls for the creation of a new UK supported fund – the Safe To Be Me Fund – which resources local LGBTI+ civil society to create change for their communities, building their capacity, resilience and networks to challenge discrimination, develop safe spaces and protect rights.

This report follows on from the 2020 report Leading the way and:

  • provides an update & evidence on the increasingly urgent case for greater UK support for global LGBTI+ rights; and
  • outlines the steps which the UK Government can take to demonstrate international leadership in safeguarding and promoting LGBTI+ rights.

The report is accompanied by a Technical Annex, also downloadable below, which is designed to support FCDO decision-making through exploring some of the technical questions that the FCDO would need to address in programme design of a new Fund.

Both documents were produced by Equal International, with contributions
from Government donors, private foundations and civil society worldwide, and the support of the Baring Foundation.
